立法院外交及國防委員會今(16)日審議「中華民國與巴拉圭共和國經濟合作協定」案，不過國民黨立委江啟臣與民進黨立委黃偉哲均質詢去年開放泰國免簽證來台後，泰國籍賣淫人數不斷增加所造成的社會問題；對此，外交部領務局副局長鍾文正表示，移民署也有針對特定對象在入境時加強審查，也會針對常利用30天免簽者，加強事先審核。

黃偉哲表示，目前台灣給予泰國30天觀光免簽證，但有不少泰籍遊客藉此進行非法賣淫的情事，政府是否有要進行檢討？鍾文正表示，上個月的跨部會會議中已經討論過此問題，移民署也有針對特定對象在入境時加強審查，並且已有很多否准案例，同時也針對常利用30天免簽者，加強事先審核。

江啟臣則提出警方統計數據指出，2015年查獲來台賣淫人口159人中，僅有1人是泰國籍；去年開放泰國免簽後，共有301個外國人來台賣淫，泰國籍增加15人；到了今年五月為止，外國人來台賣淫者已達296人，其中泰國籍者有99人占總數近一半。江啟臣說，他在基層聽到很多消息，甚至有民眾拿LINE廣告訊息給他看，其中很多都是泰國籍，明顯已經造成治安漏洞。
